The petition needed 2,676 signatures of registered Colleyville voters. Hall turned in 3,498 signatures, but Tarrant County accepted 2,989 signatures after about 500 were ruled invalid. The election was approved by the Tarrant County Commissioners Court.&lt;br /&gt;&lt;br /&gt;"What this is about is convenience and bringing tax dollars into the city. It will help me in business -- but it's not about any one person. The announcement is part of the Obama administration commitment to addressing foreclosure. Just yesterday, Secretary Donovan announced $2 billion in &lt;span style="color:#ffffff;"&gt;N&lt;/span&gt;&lt;/span&gt;&lt;span lang="JA"   style="font-family:FreeSans;color:#0000ff;"&gt;&lt;span lang="JA"   style="font-family:FreeSans;color:#0000ff;"&gt;&lt;span style="color:#000000;"&gt;&lt;span style="color:#ffffff;"&gt;eighborhood Stabilization Program&lt;/span&gt; &lt;/span&gt;&lt;span style="color:#ffffff;"&gt;grants&lt;/span&gt; &lt;/span&gt;&lt;/span&gt;&lt;span lang="JA"  style="font-family:FreeSans;"&gt;to local communities and nonprofit housing developers to combat the effects of vacant and abandoned homes.&lt;/p&gt;&lt;/span&gt;&lt;p align="left"&gt;"As a result of the tightened credit market, FHA-insured mortgage financing is often the only means of financing available to potential homebuyers," said Donovan. "FHA has an unprecedented opportunity to fulfill its mission by helping many homebuyers find affordable housing while contributing to neighborhood stabilization."&lt;/p&gt;&lt;p align="left"&gt;With certain exceptions, FHA currently prohibits insuring a mortgage on a home owned by the seller for less than 90 days. This temporary waiver will give FHA borrowers access to a broader array of recently foreclosed properties.&lt;/p&gt;&lt;p align="left"&gt;"This change in policy is temporary and will have very strict conditions and guidelines to assure that predatory practices are not allowed," Donovan said.&lt;/p&gt;&lt;p align="left"&gt;In today's market, FHA research finds that acquiring, rehabilitating and the reselling these properties to prospective homeowners often takes less than 90 days. Prohibiting the use of FHA mortgage insurance for a subsequent resale within 90 days of acquisition adversely impacts the willingness of sellers to allow contracts from potential FHA buyers because they must consider holding costs and the risk of vandalism associated with allowing a property to sit vacant over a 90-day period of time.&lt;/p&gt;&lt;p align="left"&gt;The policy change will permit buyers to use FHA-insured financing to purchase HUD-owned properties, bank-owned properties, or properties resold through private sales. This will allow homes to resell as quickly as possible, helping to stabilize real estate prices and to revitalize neighborhoods and communities.&lt;/p&gt;&lt;p align="left"&gt;&lt;span lang="JA"  style="font-family:FreeSans;"&gt;"FHA borrowers, because of the restrictions we are now lifting, have often been shut out from buying affordable properties," said FHA Commissioner David H. Stevens. "This action will enable our borrowers, especially first-time buyers, to take advantage of this opportunity."&lt;/p&gt;&lt;/span&gt;&lt;p align="left"&gt;The waiver will take effect on February 1, 2010 and is effective for one year, unless otherwise extended or withdrawn by the FHA Commissioner. The credit, which still must be passed by the House of Representatives, wouldn’t cover second homes and is limited to homes of less than $800,000.&lt;br /&gt;&lt;br /&gt;The credit would also be extended to a slightly larger pool of buyers by raising income caps to $125,000 for single filers and $250,000 for joint filers, up from $75,000 and $150,000, respectively. The National Association of Home Builders used Census data to estimate that around 14% of first-time buyers were ineligible for the current credit but will be eligible with the expanded income limits.&lt;br /&gt;&lt;br /&gt;Goldman Sachs estimates that the credit resulted in 200,000 sales this year, but that many of those sales were front-loaded—driven by a surge in sales shortly after the tax credit took effect. That tiny bead of silicone that runs between the joints of your home’s exterior siding, around windows and trim, and between tubs and tile might seem insignificant at first glance, but don’t be fooled. Neglecting your home’s caulking is unwise, unhealthy and unnecessary. You don’t have to be one of those super-hero-handymen from the reality shows to re-caulk your home. Nor do you need one of those monster tool chests filled with a million dollars in tools.&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img id="BLOGGER_PHOTO_ID_5379470566078534290" style="DISPLAY: block; MARGIN: 0px auto 10px; WIDTH: 200px; CURSOR: hand; HEIGHT: 150px; TEXT-ALIGN: center" alt="" src="http://3.bp.blogspot.com/_5ruXyGD4q2Y/Sqe3-mrH0pI/AAAAAAAAAB4/ZSa_NYsaA8s/s200/caulking.jpg" border="0" /&gt;The good news: caulking isn’t that tough.&lt;br /&gt;&lt;br /&gt;Materials needed:&lt;br /&gt;&lt;br /&gt;Caulking gun (No permit necessary)&lt;br /&gt;Cartridges of caulk*&lt;br /&gt;Rags and/or paper towels&lt;br /&gt;Putty knife or screwdriver&lt;br /&gt;Work gloves&lt;br /&gt;*Keep in mind, interior and exterior caulks are not interchangeable. If you plan to paint, use paintable caulk.&lt;br /&gt;&lt;br /&gt;Caulk this way. &lt;/p&gt;&lt;p&gt;Start by removing the old caulk. You can use a putty knife or a large screwdriver. For especially stubborn areas, use “caulk softener.” Clean and dry all surfaces.&lt;br /&gt;&lt;br /&gt;Hold the caulking gun with the nozzle at a 45° angle while drawing the gun toward you. Gently squeeze the handle. The caulk will flow at a variable rate, which can be adjusted by the pressure you put on the handle and the speed you move the gun.&lt;br /&gt;&lt;br /&gt;Avoid “blobs” and clean any extra caulk immediately with a rag while the caulk is still soft. When first applied, the caulk bead is convex. Do not flatten or shape it now. It will shrink and become concave as it cures.&lt;br /&gt;&lt;br /&gt;Caulk works best on gaps of 3/16 to 1/2-inch, where the depth is about half that of the width. Do not attempt to fill large gaps with caulk. Violations are subject to fines up to $200.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Child car seats:&lt;/strong&gt; Any child younger than 8 – unless they are taller than 4 feet 9 inches – must be in a safety seat. Only warning tickets will be issued until June 1, after which fines of $25 will be imposed.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Cellphones:&lt;/strong&gt; No one younger than 18 can use a cellphone while driving. &lt;strong&gt;No one of any age can use a cellphone in a school zone&lt;/strong&gt;, unless it’s to make an emergency call, the vehicle is stopped or a hands-free device is used. Fines will be up to $200.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Insurance:&lt;/strong&gt; Driving with a suspended license or without insurance gets more costly – up to 180 days in jail and fines up to $2,000. So does driving without a valid license or uninsured and causing injury or death in an accident – up to a year in jail and a maximum $4,000 fine.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Licensing:&lt;/strong&gt; For those younger than 18, a driving skills test will become mandatory to get a license. Also, the prohibitions against driving from midnight to 5 a.m. or driving with more than one person younger than 21 (unless a family member) are extended from six months to one year after obtaining a license.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Motorcycles:&lt;/strong&gt; Proof that a certified training course has been completed will be needed to get a license. No passengers younger than 5 can ride. Fines are $200.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;DWI:&lt;/strong&gt; Police can draw blood from drunken-driving suspects if records show a history of DWI offenses. And median prices for the period are off 1 percent.&lt;br /&gt;&lt;br /&gt;At the end of July, there were just over 37,000 preowned single-family homes listed with agents. At the same time, it is weighing how to spend millions of dollars collected from natural gas leases on city property.&lt;br /&gt;&lt;br /&gt;It is an unusual situation facing many public entities across North Texas as they weather a recession amid a Barnett Shale boom. The weak economy is forcing many cities to consider cuts. The money from natural gas leases isn’t expected to help much, as most cities plan to devote that windfall to one-time projects rather than recurring expenses that will still need funding after the gas money is gone. &lt;br /&gt;&lt;br /&gt;"This is a tough budget year because there’s a lot of uncertainty," Mayor David Kelly said.&lt;br /&gt;&lt;br /&gt;Colleyville expects to maintain the tax rate at 35.59 cents per $100 of assessed property value.&lt;br /&gt;&lt;br /&gt;At a budget workshop last week, City Manager Jennifer Fadden proposed slashing $572,000 from the budget. Mowing the grass on city property less often will save $30,000, she said. Reducing some janitor services, such as cleaning the carpets less often, will save $14,000.&lt;br /&gt;&lt;br /&gt;"I think what I’ve presented to you is very doable without a significant impact to service delivery to our citizens," Fadden told the council.&lt;br /&gt;&lt;br /&gt;She has also suggested not filling three vacant city positions, including a planner and an engineer who are not needed because development has declined significantly in Colleyville. Development fees are expected to drop 53 percent in the next fiscal year, according to city documents.&lt;br /&gt;&lt;br /&gt;Several council members said boosting development is a priority.&lt;br /&gt;&lt;br /&gt;"I don’t like empty buildings on Main Street," Councilman Stan Hall said. "I don’t like empty lots on Main Street. I want those places filled up not just for the tax revenue but the aesthetics of it."&lt;br /&gt;&lt;br /&gt;The council is expected to vote on the budget in September.&lt;br /&gt;&lt;br /&gt;'The biggest bang’&lt;br /&gt;&lt;br /&gt;Council members are also talking about how to spend bonus money from gas lease revenue.&lt;br /&gt;&lt;br /&gt;The city signed a deal with Fort Worth-based Titan Operating last year to lease 248 acres of city land for a $25,000-an-acre bonus and 25.5 percent royalty. Of the bonus money, $3.5 million is in the Colleyville Tomorrow Fund, and $2.7 million is in the Parks Tomorrow Fund.&lt;br /&gt;&lt;br /&gt;City staff presented dozens of proposed projects and recommended funding about 20 of them in the next fiscal year at a cost of over $3 million.&lt;br /&gt;&lt;br /&gt;Some of the proposed projects include renovating Colleyville Center, buying a new street sweeper, replacing the equipment at Kidsville Playground and installing light timers at the tennis courts.&lt;br /&gt;&lt;br /&gt;"I think the biggest question is, what’s the biggest bang for the long term?" According to complete but unofficial results, Terrell had 62 percent of the vote to Stacy’s 38 percent.&lt;br /&gt;&lt;br /&gt;Stacy argued on the campaign trail that the city has lacked leadership since he stepped down in 2003.&lt;br /&gt;&lt;br /&gt;Terrell promised to mostly maintain Southlake’s current management style if elected.&lt;br /&gt;"I think the average voter knows that this city is being run well and is in very good shape," Terrell said.&lt;br /&gt;&lt;br /&gt;Southlake Councilman Vernon Stansell was unseated by former Councilwoman Carolyn Morris, who grabbed 65 percent of the vote.&lt;br /&gt;&lt;br /&gt;In the special election to complete Terrell’s unexpired term on the council, Brandon Bledsoe won with 55 percent of the vote against Marke Smith, who earned 45 percent.&lt;br /&gt;&lt;br /&gt;In Colleyville, Councilman Mike Taylor won re-election with 52 percent of the vote. His opponents Chris Parshall and Carmen Thayer attracted 38 percent and 9 percent, respectively.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Bedford &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;A daytime curfew and economic development were the major issues in Bedford’s mayor and council races.&lt;br /&gt;&lt;br /&gt;Mayor Jim Story won re-election with 83 percent against political newcomer Kenneth Kimmons’ 17 percent.&lt;br /&gt;&lt;br /&gt;In September, the council approved an ordinance prohibiting people under 17 from being in a public place between 9 a.m. and 2:30 p.m. on school days, with a few exceptions.&lt;br /&gt;&lt;br /&gt;In the race for Place 1, Francisco Chinchilla, Roger Fisher and Jason McCaffity were running for the seat vacated by Jeff Cason. Fisher won with 61 percent, and McCaffity came in second with 38 percent. Chinchilla came in third with 1 percent.&lt;br /&gt;&lt;br /&gt;In Place 2, incumbent Roy Savage will be in a runoff against Dave Gebhart on June 13. Savage got 40 percent of the vote to Gebhart’s 38 percent.&lt;br /&gt;&lt;br /&gt;The third challenger, Jason Sinisi, got 22 percent.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Mansfield &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Mansfield Place 4 incumbent Darryl Haynes, a commercial insurance executive, defeated challenger Julie Short, a construction company owner, 58 percent to 42 percent. The race centered on managing the burgeoning development in the city. Haynes said the city has planned progress well while Short argued that more vigilance is needed in managing development.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Pantego &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;Gas drilling and its potential impact on Pantego residents’ water wells dominated the campaigns for two City Council seats. The town does not rely on surface water like many other municipalities.&lt;br /&gt;&lt;br /&gt;In complete but unofficial results, Pantego Place 4 incumbent Jason Williams, director of the Hurst-Colleyville campus of Dallas Baptist University, defeated Harriet Irby, a landlord and environmental advocate, with 74 percent support.&lt;br /&gt;&lt;br /&gt;Williams said the gas-drilling ordinance that he helped shape protects Pantego residents’ wells, while Irby suggested that the water tastes horrible and could harm plant life.&lt;br /&gt;&lt;br /&gt;Place 5 Councilman Calvin Kost, a retired American Airlines employee and Texas Rangers usher, lost to challenger Don Surratt, an aerospace project manager who lost previous elections. Surratt got 56 percent to Kost’s 44 percent.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Forest Hill, Benbrook&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Forest Hill and Benbrook voters elected mayors and several council members.&lt;br /&gt;&lt;br /&gt;In Forest Hill, Mayor James Gosey won re-election against two opponents with 69 percent.&lt;br /&gt;Council members Dulani Masimini and Mustafa Sami both beat out challengers.&lt;br /&gt;&lt;br /&gt;The candidates were concerned about the need for street repairs and economic development.&lt;br /&gt;The council was criticized about a recent decision to give Gosey funds toward his legal expenses from an ethics investigation.&lt;br /&gt;&lt;br /&gt;In Benbrook, the four-way Place 7 council race will head into a runoff between incumbent Ron Sauma, who got 43 percent, and Pamela Brandenberg, who earned 30 percent.&lt;br /&gt;&lt;br /&gt;"I wish the city didn’t have to go through this [runoff], but I hope the voters will vote for me again," Sauma said.&lt;br /&gt;&lt;br /&gt;There was an upset in the Place 5 Benbrook council race. Newcomer Jim Wilson defeated incumbent Dan Tully, 58 percent to 42 percent.&lt;br /&gt;&lt;br /&gt;"I had a lot of trepidation about going door to door. And, of course, the brute strength of untamed animals, who are the real stars of the show.&lt;br /&gt;&lt;br /&gt;The world’s longest-running weekly rodeo is right here in the Metroplex.&lt;br /&gt;&lt;br /&gt;But what about a bus rodeo?&lt;br /&gt;&lt;br /&gt;The Carroll ISD bus drivers were given the chance to compete for the fifth straight year in a bus rodeo. The drivers had to complete 10 objectives in the parking lot Tuesday morning.&lt;br /&gt;&lt;br /&gt;Bill Hoffmann, bus driver and bus trainer, has been a part of the event since its inception. This year and last he helped judge the events.&lt;br /&gt;&lt;br /&gt;According to Hoffman, this year there were 11 drivers competing and everybody was a returning contestant.&lt;br /&gt;&lt;br /&gt;The 10 driving parts of the test that must be completed are: stop line (front bumper of bus must be within certain distance of a line on the ground), student pickup and drop off, straight line (buses right tires must go through line of cups with tennis balls set in top, whenever the tire hits a cup the ball rolls off), railroad track, park on curb, diminishing clearance, back-up box (simulates backing into tight parking space), offset alley and right turn.&lt;br /&gt;&lt;br /&gt;Each event is given a point value of 50 points and demerits are earned for not meeting the requirements of each event. The judges at each station calculate the driver’s score. Each contestant has 30 minutes to complete the course and some of the events, including back-up box, has individual time limits.&lt;br /&gt;&lt;br /&gt;Hoffman thinks that the obstacles with the greatest degree of difficulty are back-up box, parallel parking and offset alley, with some of the easier components being student loading and railroad crossing.&lt;br /&gt;&lt;br /&gt;Contestants start practicing days, and even weeks, before the actual event begins.&lt;br /&gt;&lt;br /&gt;Besides the driving portion of the rodeo, the contestants must also complete two written tests, each 25 questions long. One test is about general knowledge and the other one is about vehicle inspection. Out of the 11 contestants that participated in Tuesday’s rodeo, the top five plus one alternate will move on to the regional competition in Plano April 18. For the last two year’s, CISD has had someone from their district qualify to represent Region 11 in the state competition. MARGIN: 0px auto 10px; WIDTH: 400px; CURSOR: hand; HEIGHT: 300px; TEXT-ALIGN: center" alt="" src="http://4.bp.blogspot.com/_5ruXyGD4q2Y/SfCC4daovYI/AAAAAAAAABQ/39uVGM_jmrU/s400/forbes+top+cities+for+jobs.jpg" border="0" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Texas cities dominate a new list of the best places for jobs, with the top five large metropolitan areas for job growth all located in the Lone Star State, according to Forbes magazine.&lt;br /&gt;&lt;br /&gt;Nine of the top 20 cities on Forbes' overall list are in Texas, with Odessa ranked No. 1.&lt;br /&gt;Dallas-Plano-Irving ranked No. 5 in the magazine's list of the best large-size cities and 32nd overall. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;The study is based on job growth in 333 regions across the U.S. The analysis looked not only at job growth in the last year but also at how employment figures have changed since 1996. Given the current state of the economy, Forbes says that "this year perhaps we should call the rankings not the 'best' places for jobs, but the 'least worst.' " Dallas, for example, has actually seen total jobs decline by 0.1 percent since 2007, according to Forbes. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;Forbes said the reasons for the state's relative success are varied: "A healthy energy industry is certainly one cause. Many Texas highfliers, including Odessa, Longview, Dallas and Houston, are home to energy companies that employ hordes of people – and usually at fairly high salaries."&lt;br /&gt;Texas also experienced a less-severe housing crisis than other parts of the country. Other factors include lower costs and taxes. &lt;/div&gt;&lt;br /&gt;&lt;div&gt;In Dallas, the biggest gains came from government (3.4 percent) and education and health services (4.6 percent). The big losses for Dallas employment came from manufacturing and wholesale industries. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;But natural resources, mining and construction in Dallas saw the biggest downward trend. The six o'clock news comes on and the weather man uses that national map to point out what's going on in different parts of the country.  Is the weather report - the snow in Buffalo, the same as the sunshine and warm weather we have in North Texas?  Did the tornadoes that recently ripped through Tennessee, Georgia, and South Carolina and areas in the mid-west also affect Washington State?  Of course not!&lt;br /&gt;&lt;br /&gt;Well, on any given night, following the weather report, the viewers gets their nightly dose of 'doom and gloom' about real estate with the announcer spewing out statistics and trends that are broad and general.  The entire nation has the same paint brush applied to it!  Should 'general' information - just plain generalities -  be applied to real estate?  Are housing starts the same in Dallas as they are in Las Vegas?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Of course not!&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;Be a discriminating reader, listener, and viewer!  When our clients and friends ask us - as they always do - how things are selling and they quote the national news, we tell them not to buy into 'national' weather reports!&lt;br /&gt;&lt;br /&gt;It's not raining in our market today. With an estimated median household income of $172,945, this Dallas suburb is the most affluent neighborhood in the country, mostly due to real estate growth. In 2005, the area doubled its town square shopping center, which increased jobs and community revenue, thus bolstering the median household income by over $42,000 since the 2000 census.&lt;br /&gt;&lt;br /&gt;Brian J.L. Berry, dean of the School of Economic, Political and Policy Sciences at the University of Texas at Dallas, says that what separates Southlake from its white-collar counterparts is undoubtedly its town square. "It is an upscale community with an expression of that status in its town square," says Berry. "If there is anything special about the suburb, it is that square."&lt;br /&gt;The only problem is that there's not much room for Southlake to grow. Add to that the highest nationwide unemployment rate in 14 years and the second-lowest level of consumer confidence in 34 years, and it's clear that even neighborhoods like Southlake have the potential to be affected by the recession in some way.&lt;br /&gt;&lt;br /&gt;Behind the Numbers To determine America's most affluent neighborhoods, we looked at average median household income estimates--in communities with populations between 20,000 and 64,999--from 2005 to 2007, provided in the U.S. Census' American Community Survey. On Dec. 9, the Census released data estimates on communities of this size for the first time. These include cities, towns, villages as well as census-designated places (CDP), a type of neighborhood that lacks a separate municipal government, but otherwise physically resembles one of these other places.&lt;br /&gt;&lt;br /&gt;Topping the list is Southlake, followed by affluent New York, San Francisco and Washington, D.C., suburbs. Darien, Conn., Los Altos, Calif., and McLean, Va., boast a median income of $160,274, $158,745 and $156,292, respectively. But the list could see some shuffles in the months or year ahead.&lt;br /&gt;&lt;br /&gt;That's because as a nation, we're producing less. The Tempe, Ariz.-based Institute for Supply Management's index of manufacturing activity--which the trade association releases each month--fell to 36.2 in November 2008 from 38.9 in October. (An index of 50 or lower indicates that an economy is contracting.)
