2010 Census - Why It's Important?

What is the Census? The Census is way for the goverment to get a count of how many people live in the United States. it is required to be updated every 10 years by the Constitution.

The 2010 Census forms will be mailed out in March and will help communities receive more than $400 billion in federal funds each year for things like:

•Job training centers
•Schools
•Senior centers
•Public works projects
•Emergency services

When you receive your form (every household gets one), just answer the 10 short questions and then mail the form back in the postage-paid envelope provided. If you don't mail the form back, you may receive a visit from a census taker, who will ask you the questions from the form. These questionairres are not shared with any outside agencies including police, or immigration officials.

There is an interactive Census form online at 2010census.gov/ so you can familiarize yourself with the form and the 10 questions they are asking.

Colleyville Liquor Sales Vote on May 8th

Northeast Tarrant County residents usually have to head to Fort Worth when they want a good bottle of vodka, or any liquor for that matter.

The options, outside of a liquor store in Westlake, are very limited.
But, that could change, if Colleyville residents approve liquor sales on May 8, 2010.

The Colleyville liquor sales vote reached the ballot after Charlie Hall, owner of Hall's Grocery and Farmers Outlet in Colleyville, led a successful petition drive. The petition needed 2,676 signatures of registered Colleyville voters. Hall turned in 3,498 signatures, but Tarrant County accepted 2,989 signatures after about 500 were ruled invalid. The election was approved by the Tarrant County Commissioners Court.

"What this is about is convenience and bringing tax dollars into the city. It will help me in business -- but it's not about any one person. If people want it they'll vote it in, and if they don't, they won't," Hall said.

Changes to state law in 2003 and 2005 made it easier for communities to legalize the sale of alcoholic beverages, according to the Texas Alcoholic Beverage Commission.

"It's just any other election," said Sissy Day, a partner with Texas Petition Strategies, which worked with petitioners in Westlake, where voters last year approved the liquor option. "The same tools are used to contact, communicate and educate the constituency so they know what they are voting on."

HUD Takes Action to Speed Resale of Foreclosed Properties to New Owners

WASHINGTON - In an effort to stabilize home values and improve conditions in communities where foreclosure activity is high, HUD Secretary Shaun Donovan today announced a temporary policy that will expand access to FHA mortgage insurance and allow for the quick resale of foreclosed properties. The announcement is part of the Obama administration commitment to addressing foreclosure. Just yesterday, Secretary Donovan announced $2 billion in Neighborhood Stabilization Program grants to local communities and nonprofit housing developers to combat the effects of vacant and abandoned homes.

"As a result of the tightened credit market, FHA-insured mortgage financing is often the only means of financing available to potential homebuyers," said Donovan. "FHA has an unprecedented opportunity to fulfill its mission by helping many homebuyers find affordable housing while contributing to neighborhood stabilization."

With certain exceptions, FHA currently prohibits insuring a mortgage on a home owned by the seller for less than 90 days. This temporary waiver will give FHA borrowers access to a broader array of recently foreclosed properties.

"This change in policy is temporary and will have very strict conditions and guidelines to assure that predatory practices are not allowed," Donovan said.

In today's market, FHA research finds that acquiring, rehabilitating and the reselling these properties to prospective homeowners often takes less than 90 days. Prohibiting the use of FHA mortgage insurance for a subsequent resale within 90 days of acquisition adversely impacts the willingness of sellers to allow contracts from potential FHA buyers because they must consider holding costs and the risk of vandalism associated with allowing a property to sit vacant over a 90-day period of time.

The policy change will permit buyers to use FHA-insured financing to purchase HUD-owned properties, bank-owned properties, or properties resold through private sales. This will allow homes to resell as quickly as possible, helping to stabilize real estate prices and to revitalize neighborhoods and communities.

"FHA borrowers, because of the restrictions we are now lifting, have often been shut out from buying affordable properties," said FHA Commissioner David H. Stevens. "This action will enable our borrowers, especially first-time buyers, to take advantage of this opportunity."

The waiver will take effect on February 1, 2010 and is effective for one year, unless otherwise extended or withdrawn by the FHA Commissioner. To protect FHA borrowers against predatory practices of "flipping" where properties are quickly resold at inflated prices to unsuspecting borrowers, this waiver is limited to those sales meeting the following general conditions:

- All transactions must be arms-length, with no identity of interest between the buyer and seller or other parties participating in the sales transaction.

- In cases in which the sales price of the property is 20 percent or more above the seller's acquisition cost, the waiver will only apply if the lender meets specific conditions.

- The waiver is limited to forward mortgages, and does not apply to the Home Equity Conversion Mortgage (HECM) for purchase program.

House Approves $8000 Tax Credit. President to Sign Tomorrow

The House has approved a bill to extend the homebuyer tax credit by a vote of 403-12. President Obama is expected to sign the bill into law in the morning.

This new legislation will extend the homebuyer tax credit to contracts signed by April 30 and closed by June 30. It also adds a $6500 tax credit to homebuyers that have owned their home for at least 5 years.

Homebuyer Tax Credit Extension Looks Promising!

Around 70% of all current homeowners will be eligible for the expanded home buyer tax credit, which should provide some boost to home prices over the next few months, according to an estimate by economists at Goldman Sachs,

The Senate on Wednesday voted to extend the current home buyer tax credit through April 30 and to extend a $6,500 credit to buyers who have owned their current home for five years. The credit, which still must be passed by the House of Representatives, wouldn’t cover second homes and is limited to homes of less than $800,000.

The credit would also be extended to a slightly larger pool of buyers by raising income caps to $125,000 for single filers and $250,000 for joint filers, up from $75,000 and $150,000, respectively. The National Association of Home Builders used Census data to estimate that around 14% of first-time buyers were ineligible for the current credit but will be eligible with the expanded income limits.

Goldman Sachs estimates that the credit resulted in 200,000 sales this year, but that many of those sales were front-loaded—driven by a surge in sales shortly after the tax credit took effect. The simple extension “should result in fewer incremental first time purchases than the first round of the credit did,” writes Goldman economist Alec Phillips.

While the tax credit won’t reduce excess inventory, the incentives could keep prices up because “potential sellers are likely to incorporate a fraction of the credit amount in their sale price—with the knowledge that the majority of buyers will qualify for either the first time or move-up credit,” writes Mr. Phillips.

Government efforts to stabilize the housing market have helped boost prices by around 5%, and around 1% of the boost is attributable to the current tax credit, according to a separate Goldman report last month.

In September, existing owners accounted for around 60% of sales, which means that around 42% of all sales last month would have been eligible for the new tax credit, by Goldman’s count, in addition to the 30% of sales that went to first-time buyers.

A separate survey found that the tax credit would have a much larger effect on first-time buyers because the tax credit will average around 4% of the purchase price for first-time buyers, compared to 2% for current owners, according to a survey of real-estate agents by Campbell Surveys and Inside Mortgage Finance.

The tax credit for first-time buyers has resulted in a 10% increase for home sales from March to November, according to a forecast by Thomas Popik, research director for Campbell Surveys. “We’d expect the effect of the proposed tax credit for current homeowners to be about half as large,” he says, or around 5% of an estimated 3 millions transactions.

Caulking - The Secret Weapon Against Moisture

Let’s talk caulk.

How can something so small save so much?

You see it everywhere. That tiny bead of silicone that runs between the joints of your home’s exterior siding, around windows and trim, and between tubs and tile might seem insignificant at first glance, but don’t be fooled. Neglecting your home’s caulking is unwise, unhealthy and unnecessary. You don’t have to be one of those super-hero-handymen from the reality shows to re-caulk your home. Nor do you need one of those monster tool chests filled with a million dollars in tools.

The good news: caulking isn’t that tough.

Materials needed:

Caulking gun (No permit necessary)
Cartridges of caulk*
Rags and/or paper towels
Putty knife or screwdriver
Work gloves
*Keep in mind, interior and exterior caulks are not interchangeable. If you plan to paint, use paintable caulk.

Caulk this way.

Start by removing the old caulk. You can use a putty knife or a large screwdriver. For especially stubborn areas, use “caulk softener.” Clean and dry all surfaces.

Hold the caulking gun with the nozzle at a 45° angle while drawing the gun toward you. Gently squeeze the handle. The caulk will flow at a variable rate, which can be adjusted by the pressure you put on the handle and the speed you move the gun.

Avoid “blobs” and clean any extra caulk immediately with a rag while the caulk is still soft. When first applied, the caulk bead is convex. Do not flatten or shape it now. It will shrink and become concave as it cures.

Caulk works best on gaps of 3/16 to 1/2-inch, where the depth is about half that of the width. Do not attempt to fill large gaps with caulk. Instead, insert filler material like wood, paper or even rope before applying caulk to the surface.

New Texas laws as of September 1, 2009

RULES OF THE ROAD

Seat belts: All vehicle occupants must be strapped in. Violations are subject to fines up to $200.

Child car seats: Any child younger than 8 – unless they are taller than 4 feet 9 inches – must be in a safety seat. Only warning tickets will be issued until June 1, after which fines of $25 will be imposed.

Cellphones: No one younger than 18 can use a cellphone while driving. No one of any age can use a cellphone in a school zone, unless it’s to make an emergency call, the vehicle is stopped or a hands-free device is used. Fines will be up to $200.

Insurance: Driving with a suspended license or without insurance gets more costly – up to 180 days in jail and fines up to $2,000. So does driving without a valid license or uninsured and causing injury or death in an accident – up to a year in jail and a maximum $4,000 fine.

Licensing: For those younger than 18, a driving skills test will become mandatory to get a license. Also, the prohibitions against driving from midnight to 5 a.m. or driving with more than one person younger than 21 (unless a family member) are extended from six months to one year after obtaining a license.

Motorcycles: Proof that a certified training course has been completed will be needed to get a license. No passengers younger than 5 can ride. Fines are $200.

DWI: Police can draw blood from drunken-driving suspects if records show a history of DWI offenses. Such drivers cannot refuse the test.

OTHER LAWS

•Taxes increase for users of smokeless tobacco.

•A proper method for folding the state flag becomes law.

•Concealed handgun license holders will no longer face license suspension for refusing to display their weapons to peace officers on demand.

•Carrying a concealed handgun into a bar will still be a Class A misdemeanor, but it’s defensible if the business does not clearly state that 51 percent or more of its income is from the sale of alcoholic beverages.

•Defaulting on a student loan will no longer disqualify an applicant for a concealed handgun license.

•A larger amount of wine can be shipped directly to a consumer in a given month or year.

Dallas-Fort Worth preowned home sales fall just 7% in July

Prices up after long spell of decreases

North Texas preowned home sales declined by only 7 percent in July -- the lowest year-over-year decline in months and another sign that the housing market dive may be slowing.

Home sales prices were also up last month after a long period of decreases from the previous year.

The median price of houses sold through the Realtors’ Multiple Listing Service was $155,000 – 3 percent higher than in July 2008, North Texas Real Estate Information Systems and Texas A&M University’s Real Estate Center said Monday.

Real estate agents sold 7,127 single-family homes in July, the highest sales total in 11 months.

So far this year, home sales through the MLS are down 19 percent from the first seven months of 2008. And median prices for the period are off 1 percent.

At the end of July, there were just over 37,000 preowned single-family homes listed with agents. That works out to a 6.6-month supply.

Colleyville weighs budget cuts, how to spend gas lease revenue

COLLEYVILLE — There’s a strange paradox at City Hall.

The City Council is looking at over half a million dollars in budget cuts. At the same time, it is weighing how to spend millions of dollars collected from natural gas leases on city property.

It is an unusual situation facing many public entities across North Texas as they weather a recession amid a Barnett Shale boom. The weak economy is forcing many cities to consider cuts. The money from natural gas leases isn’t expected to help much, as most cities plan to devote that windfall to one-time projects rather than recurring expenses that will still need funding after the gas money is gone.

"This is a tough budget year because there’s a lot of uncertainty," Mayor David Kelly said.

Colleyville expects to maintain the tax rate at 35.59 cents per $100 of assessed property value.

At a budget workshop last week, City Manager Jennifer Fadden proposed slashing $572,000 from the budget. Mowing the grass on city property less often will save $30,000, she said. Reducing some janitor services, such as cleaning the carpets less often, will save $14,000.

"I think what I’ve presented to you is very doable without a significant impact to service delivery to our citizens," Fadden told the council.

She has also suggested not filling three vacant city positions, including a planner and an engineer who are not needed because development has declined significantly in Colleyville. Development fees are expected to drop 53 percent in the next fiscal year, according to city documents.

Several council members said boosting development is a priority.

"I don’t like empty buildings on Main Street," Councilman Stan Hall said. "I don’t like empty lots on Main Street. I want those places filled up not just for the tax revenue but the aesthetics of it."

The council is expected to vote on the budget in September.

Council members are also talking about how to spend bonus money from gas lease revenue.

The city signed a deal with Fort Worth-based Titan Operating last year to lease 248 acres of city land for a $25,000-an-acre bonus and 25.5 percent royalty. Of the bonus money, $3.5 million is in the Colleyville Tomorrow Fund, and $2.7 million is in the Parks Tomorrow Fund.

City staff presented dozens of proposed projects and recommended funding about 20 of them in the next fiscal year at a cost of over $3 million.

Some of the proposed projects include renovating Colleyville Center, buying a new street sweeper, replacing the equipment at Kidsville Playground and installing light timers at the tennis courts.

"I think the biggest question is, what’s the biggest bang for the long term?" Councilman Mike Taylor said.

Terrell tops Stacy to be mayor of Southlake

Southlake

Voters in our upscale city chose Mayor Pro Tem John Terrell as its new mayor over Stacy, widely known for owning a namesake furniture chain. According to complete but unofficial results, Terrell had 62 percent of the vote to Stacy’s 38 percent.

Stacy argued on the campaign trail that the city has lacked leadership since he stepped down in 2003.

Terrell promised to mostly maintain Southlake’s current management style if elected.
"I think the average voter knows that this city is being run well and is in very good shape," Terrell said.

Southlake Councilman Vernon Stansell was unseated by former Councilwoman Carolyn Morris, who grabbed 65 percent of the vote.

In the special election to complete Terrell’s unexpired term on the council, Brandon Bledsoe won with 55 percent of the vote against Marke Smith, who earned 45 percent.

In Colleyville, Councilman Mike Taylor won re-election with 52 percent of the vote. His opponents Chris Parshall and Carmen Thayer attracted 38 percent and 9 percent, respectively.

Bedford

A daytime curfew and economic development were the major issues in Bedford’s mayor and council races.

Mayor Jim Story won re-election with 83 percent against political newcomer Kenneth Kimmons’ 17 percent.

In September, the council approved an ordinance prohibiting people under 17 from being in a public place between 9 a.m. and 2:30 p.m. on school days, with a few exceptions.

In the race for Place 1, Francisco Chinchilla, Roger Fisher and Jason McCaffity were running for the seat vacated by Jeff Cason. Fisher won with 61 percent, and McCaffity came in second with 38 percent. Chinchilla came in third with 1 percent.

In Place 2, incumbent Roy Savage will be in a runoff against Dave Gebhart on June 13. Savage got 40 percent of the vote to Gebhart’s 38 percent.

The third challenger, Jason Sinisi, got 22 percent.

Mansfield

Mansfield Place 4 incumbent Darryl Haynes, a commercial insurance executive, defeated challenger Julie Short, a construction company owner, 58 percent to 42 percent. The race centered on managing the burgeoning development in the city. Haynes said the city has planned progress well while Short argued that more vigilance is needed in managing development.

Pantego

Gas drilling and its potential impact on Pantego residents’ water wells dominated the campaigns for two City Council seats. The town does not rely on surface water like many other municipalities.

In complete but unofficial results, Pantego Place 4 incumbent Jason Williams, director of the Hurst-Colleyville campus of Dallas Baptist University, defeated Harriet Irby, a landlord and environmental advocate, with 74 percent support.

Williams said the gas-drilling ordinance that he helped shape protects Pantego residents’ wells, while Irby suggested that the water tastes horrible and could harm plant life.

Place 5 Councilman Calvin Kost, a retired American Airlines employee and Texas Rangers usher, lost to challenger Don Surratt, an aerospace project manager who lost previous elections. Surratt got 56 percent to Kost’s 44 percent.

Forest Hill, Benbrook

Forest Hill and Benbrook voters elected mayors and several council members.

In Forest Hill, Mayor James Gosey won re-election against two opponents with 69 percent.
Council members Dulani Masimini and Mustafa Sami both beat out challengers.

The candidates were concerned about the need for street repairs and economic development.
The council was criticized about a recent decision to give Gosey funds toward his legal expenses from an ethics investigation.

In Benbrook, the four-way Place 7 council race will head into a runoff between incumbent Ron Sauma, who got 43 percent, and Pamela Brandenberg, who earned 30 percent.

"I wish the city didn’t have to go through this [runoff], but I hope the voters will vote for me again," Sauma said.

There was an upset in the Place 5 Benbrook council race. Newcomer Jim Wilson defeated incumbent Dan Tully, 58 percent to 42 percent.

"I had a lot of trepidation about going door to door. I had 10 volunteers helping me, and they all came back and said what a positive experience it was," Wilson said.

Mayor Jerry Dittrich easily won another term with about 83 percent to Ron Fessenden’s 17 percent.

In Benbrook, several candidates felt that the current council wasn’t listening to residents or doing enough to bring new businesses to the city.

Southlake's Carroll ISD Bus Drivers Compete in Rodeo

Live in Texas long enough and you’ll be familiar with rodeo: the mud, the boots and spurs, the ropes and reins. And, of course, the brute strength of untamed animals, who are the real stars of the show.

The world’s longest-running weekly rodeo is right here in the Metroplex.

But what about a bus rodeo?

The Carroll ISD bus drivers were given the chance to compete for the fifth straight year in a bus rodeo. The drivers had to complete 10 objectives in the parking lot Tuesday morning.

Bill Hoffmann, bus driver and bus trainer, has been a part of the event since its inception. This year and last he helped judge the events.

According to Hoffman, this year there were 11 drivers competing and everybody was a returning contestant.

The 10 driving parts of the test that must be completed are: stop line (front bumper of bus must be within certain distance of a line on the ground), student pickup and drop off, straight line (buses right tires must go through line of cups with tennis balls set in top, whenever the tire hits a cup the ball rolls off), railroad track, park on curb, diminishing clearance, back-up box (simulates backing into tight parking space), offset alley and right turn.

Each event is given a point value of 50 points and demerits are earned for not meeting the requirements of each event. The judges at each station calculate the driver’s score. Each contestant has 30 minutes to complete the course and some of the events, including back-up box, has individual time limits.

Hoffman thinks that the obstacles with the greatest degree of difficulty are back-up box, parallel parking and offset alley, with some of the easier components being student loading and railroad crossing.

Contestants start practicing days, and even weeks, before the actual event begins.

Besides the driving portion of the rodeo, the contestants must also complete two written tests, each 25 questions long. One test is about general knowledge and the other one is about vehicle inspection. Out of the 11 contestants that participated in Tuesday’s rodeo, the top five plus one alternate will move on to the regional competition in Plano April 18. For the last two year’s, CISD has had someone from their district qualify to represent Region 11 in the state competition. From CISD, the top five places that are moving on the regional are: Doug Edwards, first place; Chris Rose, second place; Diane Rogers, third place; Joey Fauatea, fourth place; Kay Burns, fifth place; and Jennifer Condon, alternate.

Texas dominates Forbes.com list of best cities for jobs

Texas cities dominate a new list of the best places for jobs, with the top five large metropolitan areas for job growth all located in the Lone Star State, according to Forbes magazine.

Nine of the top 20 cities on Forbes' overall list are in Texas, with Odessa ranked No. 1.
Dallas-Plano-Irving ranked No. 5 in the magazine's list of the best large-size cities and 32nd overall.

The study is based on job growth in 333 regions across the U.S. The analysis looked not only at job growth in the last year but also at how employment figures have changed since 1996. Given the current state of the economy, Forbes says that "this year perhaps we should call the rankings not the 'best' places for jobs, but the 'least worst.' " Dallas, for example, has actually seen total jobs decline by 0.1 percent since 2007, according to Forbes.

Forbes said the reasons for the state's relative success are varied: "A healthy energy industry is certainly one cause. Many Texas highfliers, including Odessa, Longview, Dallas and Houston, are home to energy companies that employ hordes of people – and usually at fairly high salaries."
Texas also experienced a less-severe housing crisis than other parts of the country. Other factors include lower costs and taxes.

In Dallas, the biggest gains came from government (3.4 percent) and education and health services (4.6 percent). The big losses for Dallas employment came from manufacturing and wholesale industries.

But natural resources, mining and construction in Dallas saw the biggest downward trend. That sector reversed from 18.1 percent cumulative growth between 2003 and 2007 to a 3.4 percent decline in 2008.

After reading Tim White's excellent feature entitled Good News in a Bad News Headline about our media and their apparent focus on keeping the public generally upset with bad news about the real estate market throughout this country, a very simple question comes to mind.

Would anyone believe a 'national' weather report?

Let me say that again and be more specific!

Would YOU believe a 'national' weather report?

Think about it! The six o'clock news comes on and the weather man uses that national map to point out what's going on in different parts of the country. Is the weather report - the snow in Buffalo, the same as the sunshine and warm weather we have in North Texas? Did the tornadoes that recently ripped through Tennessee, Georgia, and South Carolina and areas in the mid-west also affect Washington State? Of course not!

Well, on any given night, following the weather report, the viewers gets their nightly dose of 'doom and gloom' about real estate with the announcer spewing out statistics and trends that are broad and general. The entire nation has the same paint brush applied to it! Should 'general' information - just plain generalities - be applied to real estate? Are housing starts the same in Dallas as they are in Las Vegas?

Of course not!

Be a discriminating reader, listener, and viewer! When our clients and friends ask us - as they always do - how things are selling and they quote the national news, we tell them not to buy into 'national' weather reports!

Twenty Most Affluent U.S. Neighborhoods

In an economy like this, even the richest communities across the country are feeling the pain.

Take Southlake, Texas. With an estimated median household income of $172,945, this Dallas suburb is the most affluent neighborhood in the country, mostly due to real estate growth. In 2005, the area doubled its town square shopping center, which increased jobs and community revenue, thus bolstering the median household income by over $42,000 since the 2000 census.

Brian J.L. Berry, dean of the School of Economic, Political and Policy Sciences at the University of Texas at Dallas, says that what separates Southlake from its white-collar counterparts is undoubtedly its town square. "It is an upscale community with an expression of that status in its town square," says Berry. "If there is anything special about the suburb, it is that square."
The only problem is that there's not much room for Southlake to grow. Add to that the highest nationwide unemployment rate in 14 years and the second-lowest level of consumer confidence in 34 years, and it's clear that even neighborhoods like Southlake have the potential to be affected by the recession in some way.

Behind the Numbers To determine America's most affluent neighborhoods, we looked at average median household income estimates--in communities with populations between 20,000 and 64,999--from 2005 to 2007, provided in the U.S. Census' American Community Survey. On Dec. 9, the Census released data estimates on communities of this size for the first time. These include cities, towns, villages as well as census-designated places (CDP), a type of neighborhood that lacks a separate municipal government, but otherwise physically resembles one of these other places.

Topping the list is Southlake, followed by affluent New York, San Francisco and Washington, D.C., suburbs. Darien, Conn., Los Altos, Calif., and McLean, Va., boast a median income of $160,274, $158,745 and $156,292, respectively. But the list could see some shuffles in the months or year ahead.

That's because as a nation, we're producing less. The Tempe, Ariz.-based Institute for Supply Management's index of manufacturing activity--which the trade association releases each month--fell to 36.2 in November 2008 from 38.9 in October. (An index of 50 or lower indicates that an economy is contracting.) That's a 26-year low.

Unfortunately, it's not just manufacturing jobs that the U.S. economy is currently shedding. Wall Street, one of the biggest employers of white-collar workers in the nation, lost 16,000 jobs in October alone, according to New York state labor market analyst James Brown. Those who still have jobs in the industry are unlikely to receive big bonuses like they have in the past. Those bonuses often take care off the upcoming year's mortgage payments. Without that extra injection of cash, the homeowner moves, downgrades or can't pay his taxes, decreasing the neighborhood's affluence.

"We know that, in particular, bedroom communities that have been affected by job losses are going to be hurting and certainly won't be insulated from the economic downturn," says Rick Sharga, senior vice president at RealtyTrac, an Irvine, Calif.-based listing firm that tracks real estate foreclosures.

For bedroom communities like Darien, Conn., that depend on New York's financial industry, town-center commerce and municipality taxes on pricey homes, these aren't encouraging data points.

Same goes for Los Altos, Calif., where most residents are employed by technology companies, which are currently scaling back (search and advertising behemoth Google has said that it will significantly reduce the number of independent contractors it employs). Westport, Conn., a bohemian bourgeois village with a 60-minute commute to Manhattan and a median household income of $147,391, also falls into this group.

Good Time for Government Work Some affluent communities, however, may emerge from this recession relatively unscathed. Places like Potomac, Md. (with a median income of $154,370) and McLean, Va., both have populations made up of primarily government officials--jobs that tend to remain safe during economic downturns--and will fare better.

And upscale college towns, such as University Park, Texas (median household income of $151,418) which is home to Southern Methodist University and is located just five miles north of downtown Dallas, tend to house more university administrators than investment bankers.
No matter how bad the economy gets, it's unlikely that suburban Chicago's Lake Forest, Ill., with a median income of $150,670, will become another Flint, Mich., the devastated former auto-industry town with long-running unemployment and poverty.
